Welcome back Chronicler!

Big week for the idea that you can only own what a government lets you own. China put 23 AI technologies behind a licensing wall, which quietly rewrites the exit playbook for every China-linked AI company. Meanwhile Kalshi jumped to a $40 billion valuation and Microsoft offered voluntary exits to up to 60,000 people while spending $45 billion a quarter on capex.

Plus: this week's Venture Bite pick (SAFE mechanics, liquidation preferences, or drag-along rights) and a fresh look at where AI deal sourcing is heading in The Stack.

As always, thank you for subscribing and engaging week-in week out. Still a work in progress, but I appreciate all 2,387 of you.

With Love,
Kev

THIS WEEK IN VC & TECH
What matters this week

LEAD STORY

Beijing's draft rules would restrict 23 AI technologies, including models above 10^26 training compute, autonomous agents and chip-design tech, and already require registration of any transfer that puts Chinese tech under foreign control. Reuters notes Beijing earlier this year ordered Meta to unwind its $2B+ Manus acquisition, so this formalises a precedent: Chinese-founded AI companies are not exit candidates for foreign acquirers.

Funds with China-linked AI portfolios should stop underwriting a sale to a US or EU strategic and price in a domestic IPO or licensing-only outcome instead. Founders who relocated a Chinese AI team to Singapore should get a legal read before the public comment window closes Nov 15. The non-obvious opening is for non-Chinese model and infrastructure startups, who will win the overseas demand Chinese labs can no longer serve.

❝

China just told the world that its AI companies can be rented but not bought.

QUICK HITS

Microsoft's Voluntary Exits  Microsoft opened a voluntary exit offer to about a quarter of its workforce while September-quarter capex rose roughly 30% to $45.2B. Big Tech is swapping headcount for GPUs, which should push a wave of experienced engineers onto the founder market from January.

SpaceX Eyes Boost Mobile  SpaceX is reportedly in talks to buy EchoStar's Boost Mobile and its roughly 7.5M subscribers after the big three carriers refused to sell it network capacity. Direct-to-cell is becoming a vertically integrated carrier play, which squeezes thin-wrapper telecom startups.

New York's Chatbot Law  New York enacted a ban on unsafe chatbot behavior involving children, and the same roundup notes the SEC is scrutinising AI claims in filings and investor decks. Consumer AI startups need compliance mapping and defensible AI claims in their data rooms before the next diligence cycle.

Creandum's Biggest Fund  The Swedish backer of Lovable and Black Forest Labs closed a $750M fund, its largest ever, with a San Francisco angle. Top European firms are scaling up to compete for US-grade AI deals, so mid-sized European seed funds without a clear edge face a squeeze.

Arnold Schwarzenegger. Jay Shetty. And You.

Codie Sanchez, Colin & Samir, Joanna Stern, and Oliver Darcy are here too. They all built newsletters (and podcasts and communities and websites) on beehiiv.

Some came with massive followings. Others built theirs along the way. That’s the thing about beehiiv: with so many ways to earn and grow, the platform is ready for whatever you’re building next.

MONEY IN MOTION
The deals that shaped the week

Kalshi's $1B Series G was co-led by Sequoia Capital and Wellington Management at a reported $40B post-money valuation, roughly double where it sat five months ago. Baillie Gifford, Morgan Stanley Investment Management, Coatue and Andreessen Horowitz also joined. Investors are now pricing event contracts as a core financial exchange category, and the round points toward a likely IPO.

Kalshi | Prediction markets / fintech exchange | Series G, $1B | Sequoia Capital, Wellington Management | Oct 30, 2026 Link

Re:Build Manufacturing | Industrial manufacturing accelerator | $2.1B new funding | General Catalyst, JPMorganChase Strategic Investment Group | Oct 28, 2026 Link

Cohere | Enterprise / sovereign AI | Series E initial close, undisclosed | Schwarz Group companies | Oct 29, 2026 Link

Northwood Space | Satellite ground network | Series C, $375M | Andreessen Horowitz, DFJ Growth | Nov 2, 2026 Link

Dulo | Engineering AI / hardware design | Seed, $130M | Backers include Eric Schmidt, John Doerr, DST Global | Oct 30, 2026 Link

❝

Capital is concentrating in a few very large rounds across AI infrastructure, sovereign AI, industrial and space buildout, and fintech exchanges, and seeds are getting very big too, with Dulo's $130M the example.

AI TOOLKIT FOR VCs
Our curated stack for the modern investor

Analytics on Live Data Without Leaving Postgres

When analytics on Postgres slows down, most teams add a second database. Then they manage pipelines, sync lag, and drift forever. TimescaleDB extends Postgres instead. Analytics run on live data, in the database you already have. No pipeline. No migration. No new query language.

THIS WEEK'S STANDOUT

An AI deal sourcing platform that tracks founder moves, hiring and traction signals to surface early-stage companies before they raise. Its index reportedly now covers more than 35 million companies, up from 30 million, which makes it more useful for finding off-radar startups. With competition for deal flow rising, signal-based sourcing is a real edge for funds.

DiligenceSquared - AI for commercial due diligence that scans sources, maps competitors and monitors industries, which speeds up market mapping.

Affinity - Relationship intelligence CRM for warm-intro paths and pipeline tracking, now with public annual per-seat pricing.

Standard Metrics - Portfolio KPI collection and monitoring for VCs, a common pick for funds replacing Aumni.

Brightwave - LLM-based research that synthesizes filings, earnings calls and documents into cited diligence memos.
