Welcome back Chronicler!

This week Beijing drafted its own AI export controls, which means the decoupling now runs in both directions and a lot of startups quietly built on Chinese open weights. Meanwhile the money kept flowing to the big and the proven, with Ramp hitting a $60B valuation and Tenstorrent raising $1.5B to take on Nvidia.

Plus: 13 fresh VC Jobs and PitchBook's push into agentic workflows.

As always, thank you for subscribing and engaging week-in week out.

THIS WEEK IN VC & TECH
What matters this week

LEAD STORY

China's commerce and science ministries published a draft that adds 40 technologies to its export restriction catalog, including 23 in AI, covering models of 2 trillion parameters or more, agents built for sensitive settings, and some chip design technologies. For three years VCs have treated Chinese open-weight models as a free, borderline-commodity input for startups.

Assume that supply can now be cut or licensed at Beijing's discretion, and stop underwriting cost structures that depend on it. Founders building on Qwen, DeepSeek or Kimi-class weights should line up a US or EU fallback model now, and funds with Asia exposure should expect decoupling in both directions, which favors non-aligned players in the Gulf, India and Europe.

❝

The AI decoupling is now two-way: Beijing has started writing its own export controls.

QUICK HITS

FTC / AI Regulation  The White House AI task force put FTC Chair Andrew Ferguson in charge of AI consumer-protection enforcement, and the FTC has sent civil investigative demands to Anthropic and OpenAI over security incidents and safeguards. Regulation is arriving through enforcement rather than new law, so early-stage AI founders should build incident-reporting and disclosure practices before they scale, not after.

Apple x Meta  Meta's 816B-parameter open-weight model was optimized to run on two M5 Ultra Mac Studios with no cloud servers. Frontier-grade inference on a desk is a threat to API-margin business models and an opening for local-first agent startups.

Replit / Anthropic  At TechCrunch Disrupt, CEO Amjad Masad cited cost and performance for switching Replit's default model to OpenAI, though Claude stays available. Model loyalty at the app layer is thin, so portfolio companies should stress-test gross margins against a model switch in either direction.

Germany x Nvidia  Berlin is formalizing a government-backed industrial AI cooperation with Nvidia and Deutsche Telekom, after Jensen Huang pledged $2B in European investment. Sovereign compute is becoming a state-procured market, so European industrial AI startups should position as suppliers to these programs.

State of Product reveals what AI still hasn’t solved

80% of product professionals say AI helps them ship faster, but customers aren’t seeing value any sooner. Atlassian’s State of Product 2027 explores the gains AI is delivering and the challenges that remain, from decision-making that hasn’t kept pace to gut instinct overriding customer evidence.

MONEY IN MOTION
The deals that shaped the week

Ramp raised $1.85B in primary financing, while AI chip challenger Tenstorrent raised $1.5B at a $6.2B valuation, more than double its late 2024 mark, to take on Nvidia. Investors are now funding the AI chip challengers and not just the model builders, and fintech is still pulling mega checks.

Ramp | Fintech, corporate spend management | $1.85B primary financing at $60B valuation | Dragoneer, Thrive Capital, Founders Fund, Sands Capital, Avenir Growth | Oct 15, 2026 Link

Tenstorrent | AI semiconductors | Series E, $1.5B at $6.2B post-money | Trace Capital, Innovation X | Oct 19, 2026 Link

Modal Labs | AI infrastructure | Series D, $750M at $15.75B post-money | Accel, Kleiner Perkins | Oct 15, 2026 Link

OMass Therapeutics | Biotech, small molecule | Series C, $310M | Bain Capital Life Sciences, Forbion, Novo Holdings | Oct 16, 2026 Link

Icon | Robotic construction | Series D, $200M | Baillie Gifford, BlackRock-managed funds | Oct 13, 2026 Link

❝

Capital is concentrating in late-stage, revenue-backed leaders across AI compute, AI infrastructure and fintech, with $750M to $1.85B checks, while biotech and robotics still draw $200M to $310M growth rounds. Crossover and public-market investors are doing much of the leading.

Turn today's calls into tomorrow's proposal

Wispr Flow Notetaker brings your meetings into Claude or ChatGPT through a built-in connector. Ask for a proposal draft or a deal recap, and your AI works from an accurate record of what was said.

THIS WEEK'S STANDOUT

Announced Oct 14 at TechCrunch Disrupt, Skills turn a plain-language request such as market sizing or financing activity into a cited, shareable PDF, and Agents run those Skills on a schedule against a saved list, like a daily watch-list digest. The Data MCP plugs PitchBook company, deal, investor and fund data into a firm's own AI tools. The incumbent data vendor is moving into agentic workflows for market mapping, IC prep and monitoring. Skills and Agents go live in Q4 2026.

Carta Investors Plugin for Claude - Recent update (Oct 1): fund managers can review and approve capital calls and distributions inside Claude Desktop, handy for fund admin and IR workflows.

Evertrace - Not new, but worth knowing: a founder-detection engine that watches trade registries, GitHub, patents and grants to spot founders before they raise, for early deal sourcing.

FinTech Studios MCP connector - Recent launch (Sep 24): a read-only connector for Claude and ChatGPT with cited sector news and momentum scoring, useful for sector monitoring and market mapping.

Chronograph plugins for Claude - Recent launch (Oct 5): GP and LP plugins for investor reports and capital call forecasting, aimed more at PE and institutional investors than early-stage VC.
